What Changed in 2025?

In 2025, USCIS expanded the civics test bank from 100 to 128 questions. This is the most significant change to the naturalization test in over a decade.

The expanded test covers the same core topics (American government, history, geography, and symbols) but adds new questions about civic values, recent history, and the democratic process.

How the Test Works

During your naturalization interview, a USCIS officer will ask you up to 10 questions from the 128-question bank. You need to answer at least 6 correctly to pass the civics portion.

The test is oral. The officer reads questions aloud and you answer verbally. There are no multiple-choice options during the actual test, which is why understanding the material (not just memorising answers) is so important.

The Six Categories

The 128 questions are organised into six categories:

  1. Principles of American Government (~30 questions): The Constitution, Bill of Rights, rule of law
  2. System of Government (~35 questions): Three branches, checks and balances, Congress
  3. Rights and Responsibilities (~20 questions): Individual rights, amendments, voting
  4. American History (~25 questions): Colonial period through modern day
  5. Geography (~10 questions): States, territories, borders, landmarks
  6. Symbols and Holidays (~8 questions): Flag, anthem, national holidays

How to Prepare

The best approach combines understanding with practice:

  • Read through all 128 questions to get familiar with the scope
  • Focus on understanding, not memorisation. The oral format means you need to explain concepts, not pick from options
  • Practice regularly. Short daily sessions are more effective than cramming
  • Track your weak areas and focus your study time there
